"Indeed, I intend to let the Pirates to join the Shichibukai..." 

"...However!" Sengoku added before Sakazuki went balistic once again.

"Those Pirates need some credibility, strength, and most importantly could be used by us!" 

Sakazuki scoffed at Sengoku's speech while Kimimaro kept his gentle smile, and asked, "Credibility? Won't it asking too much from literaly the one who commit crimes?" 

Sakazuki and the other presents nodded with Kimimaro's question.

"Maybe i'm asking too much, but, there's some merit in calling those Pirates to join us, for example the deterence Kimimaro mentioned within the four seas." 

"...Having Pirates join us will also give the other perspectives." 

Kimimaro spoke in understanding, "..Ah, of course it will make the tension between pirates more chaotic if they know some of them actually become our lapdog." 

Sengoku nodded and continued, 

"...By using the system, we won't have to worry about the four seas, as we will divide those area among them, and here's a list of pirates i concluded that have strength and credibility for this cause to have an effect." 

Sengoku took out several piece of papers and gave them to Tsuru, the latter immediately spread it out towards everyone presents.

After Kimimaro briefly read the list, On it written some candidates complete with their affiliation, strength, and Devil Fruit. However, he tilted his head feeling confused, 

"There are only 3 people in this list? I thought you said we need seven of them?" 

Asked Kuzan, before Kimimaro threw Sengoku the same question, Sakazuki doesn't want to touch the paper at all.

Sengoku nodded while he explained, "Indeed, for now our inteligence gathering for those who I deemed worthy for the title Shichibukai(7 Warlords of the Sea) could only amount to 3 people." 

"Then, you wanted to wait and see for the current situations to change before you add another into this list?" Kimimaro asked.

Sengoku confirmed, "You are right, the current situation is still fluctuating, for now, we still can't conclude the power distribution among newly arised Pirates. 4 Warlords will handle 4 seas, one in the first half of Grandline, and two will be in the New World, hence Shichibukai(7 Warlords of the Sea)."

Kimimaro smiled gently as he argued, "Good plan, however, how can we make sure they will listen to us? For instance, if one or more Warlord try to build their own forces by unsavory means due to their previlage, it might destroy the whole meaning of our intentions. Sengoku-san they will try to find loopholes in our rules, how will you handle it?" 

Sengoku paused, his sharp glance was focused on Kimimaro gentle smile, a moment later, he sighed and tried to reasoned back, 

"We will put all of them within strict surveillance, I already cooperate with World Government about this, and they agreed to make new Cipher Pol for this kind of thing, we called it CP9." 

Kong suddenly cut Kimimaro who was about to argued back and spoke, "Thats good, if this plan succeed, we won't have to worry about spreading our Marines too thin all around the world, let's focus on this plan for now Sengoku, make sure those who joined us could be controlled!"

Kimimaro gritted his teeth behind his gentle smile hearing Kong's speech. He was sure that Kong cut him short on purpose. 

Sengoku nodded at Kong and finally took one of his paper as he began to explain,

"Understood, gentlemen, the first on the list is Gecko Moria, he has enormous pirate crew and challenge the new power the beast pirate in new world. Obviously he failed just a week ago, his crews were decimated by Kaido." 

"Hohoho, Ne~, this guy obviously made it big to challenge Kaido, why he's on this list?" Borsalino asked in his sarcastic tone. 

Sengoku glanced at Borsalino before he explained, "Because of his devil fruit, he can control someone's shadow complete with their current strength and make it his subordinate."
