"Anyone has another idea?" Kong turned his head accross the room. 

Kuzan was silent, Borsalino was seen playing with his cup of tea clearly bored, Sakazuki also kept silence, and finally Sengoku offered another advice. 

"If i may." 

"Go on Sengoku." Kong nodded.

"Kimimaro had already told us about his plan, however i have another suggestion, regarding his previous 2nd point. Marines currently can not afford to put an Admiral or even Vice Admiral at those sea. Gentlemen, keep this in mind, all of you who sits here are currently the biggest deterence for the pirates from New World, spreading you outside is detrimental to our defense here and Mary Geoise." 

Kong nodded, agrreing with Sengoku while Kimimaro's smile turned bitter. The latter had known that the Marine's duty was not to protect the civilians but those the so called God's descendant called Celestial Dragon who resides at Mary Geoise on the Redline.

However, Kimimaro doesn't interupts Sengoku's speech as the latter continued, 

"...My suggestion is to use fire against fire!" 

Sengoku paused while sweeping his gaze around the room for a while. 

"Please continue Sengoku." Kong said.

"i have an idea to create another power system beside Marines and New World's forces, i called it Shichibukai."

Hearing those name, Kimimaro's temple was twitched slightly, however, he regained his calm and looked at Sengoku, 

"Excuse me, but~, 7 Warlords of the Sea? What it has to do with power? And why it has to be 7?" Kuzan asked interupted Sengoku.

Sengoku cleared his throat with a slight hesitation to explain, however he told everyone all the same, 

"I think it has good vibe giving it name Shichibukai(7 Warlords of the Sea)." 

"BUAHAHHAHAHA!" Zephyr was the one to laugh as the other were speechless didn't know whether to laugh or not.

"Sengoku-san? You based that idea of yours by vibe?" Kimimaro tried his best to kept his laughter.

"Okay, anyway! With this Shichibukai(7 Warlords of the sea) system, we grant a certain immunity towards those who are willing to join the system and give some previlage." Sengoku ignored the commotions and continued.

"What kind of previlage?" Asked Kong.

"We grant them some freedom in action as long as its within the boundary of our law, and we could give them a leeway for something they wants." 

Kimimaro suddenly interupted, "Excuse me Sengoku-san, i might heard it wrong before, you said you wanted to fight fire against fire earlier, and by hearing you saying that we will give them immunity, previlage and leeway. Could it be that you wanted to recruit Pirates to join us?" 

At the end of his sentence, Kimimaro took a glance at Sakazuki who had already stood up while clenching his fists.

"ABSOLUTELY NOT! I WON'T AGREE TO IT SENGOKU!" in between Kimimaro little smirk, Sakazuki went ahead and confront Sengoku!

"Calm down Sakazuki!" However, Kong tried to stop Sakazuki outburst.

"HOW CAN I CALM DOWN! WE'RE A DIGNIFIED MARINE! I MIGHT BE AGAINST KIMIMARO'S 1ST SUGGESTION! AND NOW, YOU, AN ADMIRAL WANTED TO RECRUIT THOSE SCUMBAGS?!" 

Sakazuki was so agitated that he wouldn't stop his outburst.

Sakazuki was a top notch Marine soldiers, he had Absolute Justice as his motto! He couldn't stand at the same side as pirates, it might have something to do with his bitter and painful past experience with pirates.

"YOU MIGHT AS WELL FIRE ME RIGHT NOW KONG! IF YOU WANT TO GO AHEAD AND ACCEPT SENGOKU'S CURSED IDEA!" 

The room temperature suddenly spiked up as Sakazuki got angrier and angrier, unbeknown to everyone, Kimimaro had a little smirk which he hid behind his resting hands on top of the table, he was seen calmly witnessing Sakazuki who almost lost his control.

Seeing Sakazuki who was engulfed in wrath, Kuzan and Borsalino couldn't help but stood up together.

The room tension were palpitated, Sakazuki locked his fiery gaze on Sengoku who had calm demeanor.
