Don't forget that Shiki got a wheel lodged at his head after the battle! And i'm sure Roger's condition at that time was no better."

Seeing the scene turned quiet, Kimimaro softened his voice while keeping Sakazuki at his sight, the latter sat back down while harrumphed.

"Gentlemen, back to my previous statements, i have at least 3 suggestions here, if you will, i can explain those to you." Kimimaro turned his head towards Kong, seeking his confirmation which the latter nodded given him a go ahead signal.

"1st, for now disregard the New World Pirates, 2 of the biggest pirates there had already dividing teritories as we speak and another one seems to want to join them taking some of cakes in New World's contestation." 

"Considering that the area are beeing devided up, I'm sure the rookies who wanted to enter the New World would need to have at least a permission from either Whitebeard, Big Mom or the Beast Kaido. Otherwise their fate will not end well." 

Kimimaro paused and took a sip from his cup to soothe his parching throat, and Sengoku suddenly added, "Kimimaro has a point, I also think that if we recklessly fight against those three, or at least one of them, the other Pirates would not sit still and watch. Our Marines will be in another level of predicament due to it."

The Pirates had also solid agreement, they would not move if it was Pirate against Pirate, however, if their enemy the Marine moved against one of them, they will surely retaliate in the name of camaraderie.

The current Marine might have some power to fight against either Whitebeard, Big Mom, or Beast Pirate. Nevertheless, the Marine would be powerless against the three of them at the same time.

Kimimaro then continued, "Sengoku-san is right, if we charge recklessly against one of the aforementioned Pirates, the other two won't sit still and watch, they will surely retaliate."

"So, you wanted to keep the current status quo and let the powers find equilibrium themselves?" Kong asked.

"Pretty much, for now we need to keep the balance between Marine and the New World's Pirates." 

"BULLSHIT!" Sakazuki couldn't held it anymore, he find the idea of having tacit agreement with Pirates wasn't in his best interest.

Kimimaro ignored him as he began to explain his 2nd point, "...My 2nd suggestion is regarding the four seas, our new recruits still can not be given a responsibility that huge, my suggestion is to put an Admiral or at least Vice Admiral ranked Marine personel at each of those seas. It would give some deterrence over there." 

Sakazuki seems quite agreed towards Kimimaro's 2nd suggestion, nipping the bud before it blooms. 

However, Kong frowned hearing those sentences. 

"We'll think about it Kimimaro, what's your 3rd suggestion?" Kong vaguely tried to evade Kimimaro's 2nd suggestion with an unclear reason.

Kimimaro squinted his eyes slightly at Kong, but soon, he explained the last suggestion, 

"My 3rd suggestion is to put a Marine Base within Mermaid Island as it was a choke point for the Pirates to pass half of Grandline." 

"Agreed!" Sakazuki was the first to agree with Kimimaro 3rd suggestion.

"But, King Neptune from Ryugu Kingdom already have an army to fend off pirates attack. Besides Whitebeard had made Mermaid Island his teritory since the start of the year." Tsuru interupted.

"Tsuru-san, I'm afraid that letting Whitebeard takes one of the closest island to us as his teritory is tantamount to tell the world that we are afraid against them. Please don't forget that we are worried going against 3 of them at once, but not if we're to face only one!" Kimimaro explained further.
