Beimo's audacity to go to war stemmed largely from the recent drought that Subei had experienced. In their view, the shortage of food and supplies effectively condemned the Subei Army to death. After the disaster relief efforts, the national treasury was depleted. At this time, starting a war seemed far from a wise decision.
