When Madara and Izuna left Konoha with over three hundred people, the expressions of the remaining Konoha shinobi were beyond grim.

Hiruzen, after returning to the village, didn't immediately vent his frustrations on the remaining Uchiha. Instead, he dealt with the aftermath of Danzō's actions before locking himself in the Hokage's office.

The next day, Hiruzen issued a new policy.

Effective immediately, the Konoha Police Force would no longer be composed solely of Uchiha clan members. Shinobi from other parts of the village could now join.

The shinobi world had only heard scattered reports about Madara and Izuna's revival and their pursuit of Tailed Beasts.

The latest news, from a week ago, recounted their raid on Sunagakure. They had demolished the prison, freed the One-Tails Jinchūriki, Bunpuku, and departed unscathed.

Even the Second Kazekage, Shamon, who returned just after the incident, remained silent about it.

Shamon, though largely forgotten and mentioned in Chiyo's account as having died an unfortunate death, was pivotal in elevating Sunagakure to its position as the second most powerful village after Konoha.

He was the founder of puppet techniques and sand manipulation and had unparalleled foresight and a sharp grasp of future developments.

Recognizing Akatsuki's power, Shamon didn't attempt to stop Madara and Izuna. Instead, he greeted them warmly, even trying to establish friendly relations.

As for Bunpuku, the elderly monk was nearly fifty years old. Though close to Shukaku and capable of wielding its power, he didn't resist Madara and Izuna, as he no longer wished to live in confinement.

However, Bunpuku made it clear that if Madara and Izuna ever intended to use Shukaku for evil, he would surrender his body to Shukaku, freeing the beast and sacrificing himself to thwart them.

After nearly a month, Madara and Izuna finally reunited with Dak.

"You two never fail to surprise me," Dak remarked, glancing at the over one thousand people the brothers had brought along.

The Uchiha clan, the Chinoike clan, and the Yuki clan—three clans with Kekkei Genkai.

In the shinobi world, founding a village was relatively simple; even a single clan could do so. Now Akatsuki had four special clans, including the Uzumaki clan.

"You're no less impressive," Madara countered, eyeing the dozens of young Uzumaki members.

To Madara, Dak's ability to recruit people from Konoha's close ally, the Uzumaki clan, was astonishing. He was unaware of the dire circumstances facing the Uzumaki, nor did he know they had been abandoned by Konoha.

On a large rock in the lake stood five figures—the core of Akatsuki.

Dak, Madara, Izuna, Hanzō, and Kakuzu.

Though Dak was only a half-member of Akatsuki for now, as he planned to leave soon, he would officially lead Akatsuki 38 years later.

Hanzō and Kakuzu wore masks, concealing their identities due to their respective public roles. For instance, Kakuzu was tasked with establishing a business empire. If his affiliation with Akatsuki became known, none of the Five Great Nations would do business with him.

"We might as well unify the entire shinobi world. We clearly have the power for it," Kakuzu suggested excitedly, looking at the crowd below.

He had initially thought Akatsuki's path to success would be a long and arduous one. But now, with such strength and three Tailed Beasts, who in the post-war shinobi world could oppose them?

"This guy's brain doesn't seem to work right," Izuna retorted, still not fully accepting Kakuzu as an ally.

"What was that?" Kakuzu's expression darkened.

If not for the power disparity, he would've attacked Izuna on the spot.

Hanzō shot Kakuzu a glance, shaking his head internally.

"Enough arguing. Everyone is waiting for us to speak," Dak interjected, pulling Madara to the forefront.

"What are you doing?" Madara asked, confused.

"Idiot, you're the leader of Akatsuki. Of course, you need to address everyone," Dak replied, exasperated.

Though Madara had once led his clan, being a good leader required a different set of skills—skills he still needed to develop. Fortunately, Izuna and Hanzō were there to support him. Kakuzu, however, showed no aptitude for leadership.

"Everyone, you've heard of Madara and Izuna. They are Akatsuki's leaders, and you will follow their commands," Dak announced.

"Yes!" Uzumaki Asahi responded enthusiastically, his earlier doubts replaced by sheer joy. Not only was he under the leadership of the legendary Uchiha brothers, but Akatsuki also included three other clans, giving him confidence in the organization's future.

"We are not forming a shinobi village. We are Akatsuki. There will be no clan heads or titles here—everyone is an equal companion," Dak declared, introducing a groundbreaking policy.

This strategy was vital to dismantle clan structures and prevent future factionalism within Akatsuki. It also aimed to encourage bloodline mixing, fostering unity.

"For example," Dak teased, "if the descendants of Senju Hashirama and Uchiha Madara, or Uzumaki and Uchiha, were to combine their bloodlines, imagine how powerful they'd be."

He continued to introduce the leadership team. "Izuna, Madara's younger brother, is Akatsuki's deputy leader, known as the 'Flawless Shinobi.' You must have heard of him."

"As for these two," Dak pointed to Hanzō and Kakuzu, "their identities must remain hidden for now, as they manage personnel and finances. Feel free to speculate."

The air buzzed with excitement as the crowd speculated about the mysterious masked men, adding to their reverence for Akatsuki.

"Now, Madara will explain Akatsuki's purpose," Dak concluded, stepping aside to let Madara take the stage.

Madara stood in stunned silence, gazing at the crowd of over a thousand people. He never imagined so many would rally behind his dream.

"Madara-sama, say something!"

"Yes! Madara-sama, you're my idol! Let's destroy Konoha first!"

Some hawkish Uchiha members voiced their excitement, prompting cheers from the Chinoike clan. After all, they had been imprisoned by Konoha for years.

Only the young Uzumaki and Yuki clans looked a bit uneasy.
