"Hehehe, Umit," Doflamingo turned to look at Umit, who was sitting on the other side of him. "When do you think is the best time to buy weapons?"
At that moment, Umit was tearing into a massive steak, eating with the brutish vigor of a bear snatching up food. He grinned widely and said, "Well, that's obviously during a war!"
Indeed, participants in wars rarely lack weapons.
"But," Doflamingo continued, "what if there's no war?"
"Isn't that easier?" Umit said matter-of-factly. "Then you just start a war!"
"Hehehe! Exactly! That's it!" Doflamingo burst into loud laughter, slamming his hand on the table, laughing so hard he almost fell over. "Is there anything simpler than starting a war? Humans are the best at killing each other!"
