They knew if they let a ten tailed beast gain intelligence that would be the end of their clan. Even a Juvenile beast can destroy a low level word and their power is basically random spray attacks but imagine if a fully adult beast like Tsukimi gains intelligence and they decides to retaliate.
What's worse is that they have full control over their powers. Even the thought of such a scenario scared the Otsutsuki clan. That is why they always absorb a beast whenever they are close to reaching the state of maturity.
This treatment was not different for Tsukimi, he also had to face all these things and the overbearing and arrogant nature of people disgusted him to the core.

His clothes changed from black loose robes, They changed to white robes with magatamas all over them and they formed a weird pattern that seemed like a seal. Tsukimi's figure Glowed in red energy which made his appearance look ethereal.
The sheer presence of the being in front of them made all of the clan member's hearts tremble. They gulped down in fear as they saw him taking a seat on the clan head's seat.
"Tell me what was the task Homura gave you people before his death?" Tsukimi leaned his head on his fist and asked with a plain tone.
The clan head gritted his teeth and chose to answer truthfully. "Ancestors told us to look over humans so that they do not misuse the chakra."
His words caused several people among the clan members to frown while the rest had their eyes filled with appreciation and reverence.
Their reaction did not escape his eyes but he chose to ignore them and continued.
"So what do you think about those humans?"
