Irene's mention of a distant observer referred to the Moon Dragon, Selene.

In the next second, Aegon, holding Irene in his arms, was almost blinded.
First, a smooth, white leg appeared, followed by a woman in a white dress embroidered with black flowers, revealing her legs and trailing behind her. The neckline was adorned with white fur, and the dress exposed her snow-white skin, with a high, proud bosom swaying as she approached, making it hard for Aegon to look away.

She appeared to be around the same age as Irene, about twenty-seven or twenty-eight, with striking pale gold eyes and thin lips, which added to her allure.
Selene looked at the two of them expressionlessly.
"How long are you going to keep this up?"
"Why don't we talk like this?"
Aegon surprisingly found himself unwilling to refuse Irene's proposal...

Irene didn't stop her actions and even made another proposal that Aegon couldn't refuse...
