In this List there is some stuff that Lucas doesn't need now but he can make it for others. There is some stuff which he will let others create for him like the Web Fluid and the Microbots which Penny is making. So these kind of things will not be included in the list.
There is also a Story thing, like some arcs have not started properly so until you meet those people and start those arcs those options will not make on the list. For eg. anything related to Magic is not on the list right now.
And not everything will be instantly made or generated in the given month, some might require you to do it in parts.
Some things will make you generate more EP for the next month. Some things when chosen will unlock a new option in the list. Some things will also reduce the cost of some other things on the list when you make that. So this list is quite dynamic.
